Mensagem:  When we say "this is an instrument for measuring speed", what we mean is  that's what the instrument is used for. As you know, for is a preposition, and verbs that come immediately after a preposition take the "ing" form. On the other hand, in the sentence "this is an instrument to measure speed", to mesure is a verb and in Portuguese we use a preposition (para) and a verb (medir). Does that make sense to you?
