Dale,

I agree with you .The key term is "hand wringing". And that "hand wringing" betrayed me.I took it as handwriting  with the meaning of sending handwriting letters of protest  to politicians.
I reached my conclusion with the support of "protest"(notion that I took from handwriting)and "denial"(notion that  Britain is a society in denial about its drinking).If  "hand wringing" doesn't have any sense of "protest" my logical reasoning has no base, therefore the conclusion is false.
