No, the toothpaste is not telling someone to get close.  "To close up" is certainly a valid expression, but it would not be used in that situation.  You hear it in the military to mean "everyone get close" or "get closer to the others".  In addition to closing temporarily a business or house, it could be used to mean to close (suture) a wound and probably a few other things.  I would not tell someone, however to close up a book, door, etc.
