Dale, Brazilians have always struggled with BURROcracia (bureaucracy), and you put it perfectly in caps :-/
Apart from the misuse of public money, the bureaucracy makes our lives a real hell.
We pay so many taxes and we get nothing back from the government in social services. There's no way to talk about corruption without talking about the bureaucracy.
Corruption exists in rich and poor countries. The point is - the bigger the bureaucracy is,
the harder to well target the social needs. The same happens with international aid. It's extremely irritating....
Well, we could write a book about it. Frankly, a lot has been written about it. It's a shame that Brazilian politicians don't read that often.
