Obviously the 'child protection unit' over there isn't working very well. Resources could be better used elsewhere, probably.
The only effective remedy to this kind of thing is for the relatives of the victims to castrate and/or execute the offenders. Since the law does nothing to stop the offenses, it isn't going to worry about home-grown remedies.
Even in lawful counties, rape should earn castration. Where I grew up, this kind of thing was dealt with privately. As a result, it didn't happen often.
