It depends entirely on context and what is meant to be conveyed. Using the past perfect (or any other tenses) slightly or largely changes the meaning, the temporal viewpoint of the reader.
"she retrieved it from the trash" is simple because it is simply in the past from the viewpoint of right now (from the reader's present). "she had retrieved it from the trash" doubles the past viewpoint - it is in the past from the character's present, which is the past for the reader.
