In all probability your sentence uses sense #2 above.

"clear the hurdles"

By clearing the hurdles you overcome or deal with successfully or surmount (any unspecified problem, difficulty etc), most probably (or as likely) as a racer would over a series of such barriers which s/he would have to jump without breaking his/her stride.
