My suggestion is to follow Paulo's suggestion.  She will read at a faster rate when she is ready.  She's probably more worried and concerned about her English than we can possibly understand.  As she feels more comfortable, she'll do better.  If pressure is put on her, she may give up and walk out of the classroom and never crack another English book. Which is more important, reading at a fast pace or reading with good pronunciation?  What's the hurry?  What's the rush?  I can't think of a way to make a flower bloom before it's ready.  She doesn't seem ready now.  Be patient.
