Yes, I'd say they are the same. Neither "conversation capper" nor "conversation topper" is common.
I believe that you'll find that variations of "to top" are heard and used more often than those of "to cap". A very common expression is "Can you top that?" (Can you say or do something more spectacular than what I just said or did?) By the way, a commonly used alternative is "Can you beat that?"
