Jose, native spanish speakers are notoriously known to be "slow" when it comes to mastering a second language. They seem to have a problem with any second language, whether the second language be Portuguese, French, German or English. I know this from first hand experience. I grew up around spanish speaking people.
Interestingly enough, regardless of their nationality(Puerto Rican, Cuban, Spanish, Dominican, Argentinian, Colombian, Mexican, Bolivian, et cetera), they all seem to have the same language weakness. This is why I concluded that it must have something to do with the spanish langauge itself. Then again, there is always an exception, this spanish dude you mentioned who barely has an accent is one example.
