"Today a UNO representative is giving a speech at Harvard.
I don't know where this sample came from."

That sentence was giving just to show a situation where "a" was used before "u"

(the cognitive intelligence of the average U.S. citizen wasn't taken into consideration when the sentence was written...)


How about this one:

"The citywide planning team includes Jane Brooks from the University of New Orleans and Steve Villavaso, a UNO adjunct professor and president of the Louisiana chapter of the American Planning Association.

(UNO in the above means University of New Orleans)
