Is there punctuation on the cover?
I suppose these structures are used to introduce something with a ‘hint of drama/a suggestion of build-up’ – any delay creates suspense!
Rather than just a direct statement of fact – I have a story to tell you..
As you suggest, maybe it is a rhetorical question
Pearl Jam have some very on-the-ball ideas in their music – some of their songs have self-referential features – as well as all that passion and intensity
I’d say the structure is a fairly standard tool in the storyteller’s art
If it fits the rhyming couplet, well then … all the better!!
(Where you said “…in the beginning” I’d say “at the beginning” – non-bully constructive suggestion)
