Mensagem:      I think he read that if someone didn't want to smoke is was OK -- no-smoking people was allowed there.
    It reminds me of the signs that you see near lakes: "Proibido nadar e pescar". One could understand that if you want to do both swim and fish you're not allowed; but if you want just to swim or just to fish is OK.
