I'm not absolutely sure, but I'm afraid you could not use the sound /iu:/ instead of /ju:/ in the word 'university'. You should bear in mind that /iu:/ is a vowel sound, whereas /ju:/ is a consonant sound. They're slighly different, but I find it hard to describe just by writing. The sound /ju:/ has a very subtle consonant mark, sometimes a bit aspirated. Remember that we say 'a university' (but not 'an university') for this same reson, i.e., 'university' starts with a consonant sound.
