You're right.


You'll also hear "six feet four inches in his stocking feet".  This means that the height is not a guess but an accurate measurement.  You would expect to hear this about someone quite tall.


And you'll hear "100 pounds dripping wet".  This is the weight of someone who has just stepped out of the shower.  Again, the implication is that the weight is exact, not a guess.  You'd expect to hear this about someone who is very small, thin, slender, etc.  It's humorous to our ears.
