Mensagem:  The interjection "eh" is typical of Canadian English. Usually, the word is just used to make sure that the listener is paying attention to the conversation. Sometimes, the word is also used to show surprise. For example:

Let's do something, eh?
The movie was pretty cool, eh?
You couldn't believe that, eh?

As you could notice, the word "eh" is used to turn statements into questions, just like question tags. In American English, the word "eh" is usually replaced by "huh" or "right."

The T-shirt you saw is probably making fun of this Canadian habit.
