Brazln bureaucratic jargon. Bureaucrats will refer to a Brazln government-owned or -sponsored institution as a "civil servant paying agency" because not only does it harbor government-hired employes but it also pays them on a usually monthly basis. Or keeps them on its (unsurprisingly fat) payroll.
(To this date, Brazln government "paying organs" have struggled to keep an impressive workforce of 1,319,664 public servants happy with a lot of cash in a stash.)
