The form ‘Why does she not go to Brazil this year?’ sounds quite formal.
Two factors account for this formality:
1) the non-contraction of does with not
2) the use of the verb form (do/does + base) instead of (am/is/are + -ING )
The usual spoken version would be: ‘Why isn’t she going to Brazil this year?’ though ‘Why doesn’t she go to Brazil?’ is equally plausible and only the absence of context leaves doubt about which verb form would best suit the concept being expressed.
