<<For the Costa Rican license, a part of the exam is a 500-word written essay>>
Really? That accounts for Costa Ricans' high level of literacy, honking notwithstanding. Our boys, me included, would not tell the forest for the trees or a license plate from a plated license, and still never fail the exam. Or allegedly report himself insane and take longer than expected to renew his driver's license. Suffered from many trips to the local DETRAN's psychiatry ward last year on account of some statements a few of which included vindictively driving over unsuspecting denizens(!) Long story the details of which I left untold since last year. But then who'd care?
