Assunto:  "a" little English?
Mensagem:  You can say "He speaks a little English", "He speaks English a little" or "He speaks little English".  The latter impies (at least to me) that his English is quite limited.  The first two imply (at least to me) that the speaker is at least conversant in English.

You cannot say "He speaks a good English."  That's Portuglish.
