This is an expression of torture. I do not know what the different degrees are.

Probably first degree : to leave the lights on, endless water dripping, denying someone to sleep , or a cuckoo clock saying cuckoo every minute of the day.

Second degree: menacing with a rottweiler, denying somebody a cigaret, blowing smoke in his face, forcing a Muslim to eat pork chops,  teasing a womanizer with a naked woman. ( The United Nations are actually discussing if the latter is true torture or not and highly paid functionaries have volunteered and demanded it is tried out on them)

Third degree: putting the screws on and tightening them gradually on bodily parts from fingers to other parts where it thoroughly hurts.

 

For other forms of torture enquire directly with Guantanamo Bay officials.

Obs:

You can figuratively give  someone the 'third degree' by questioning him/ her,  giving them a hard time.
