Usually, drive is the device, more often a physical device, could be a virtual device as in a software emulation.
Driver refers to a program, or a part of a larger application, that makes a drive work with your particular computer.
Thus you can have the same CD ROM drive work on either a windows or a mac computer as long as you use the appropriate driver.
