A waiver is the act (or a document that says that such an act is authorized) of ignoring a requirement, law, right, etc.
(a) You have the right to an attorney. If you waive that right.....(if you relinquish, surrender, give up that right...)
(2) Jack is 25. He wants to attend the miltiary academy, but the regulations say that applicants cannot be 23 years old or older. However, in view of his excellent grades, the academy will waive that requirement. (...the academy will ignore that requirement.)
A visa waiver means that a visa is normally required but NOT in this case. In this instance, the requirement will be ignored.
