The story repeats itself, Marcio.  As if university´s life in a state (and time) was a spoof of the other.  Only this time, they have cameras to record people coming and going, to no avail.

There´s the fact that the law is lax. Better still, when the law is not lax, the enforcement of it is, just read the news (in Rio, Recife, Salvador and other big cities).

We all live in a la-la land of sorts, some people are  the fox taking care of the hen-house, if not, how come so much cops earning a some few bucks and (can ?) afford themselves luxury cars an so on? Only to cite an example.

   But, I have a dream...

One day we are taking the reins of this country to us. Education is a big tool.  Albeit it´s not a silver bullet to the werewolf of today.
