Mensagem:  In English, adjectives are NEVER plural and always come before the noun. When "million" appears in "2 million dollars", it is functioning as an adjective with "dollars" as noun. So it does not receives plural. In "millions of people", "millions" does not function as an adjective (a numeral), then plural. Another example, "2 blond girls" (duas meninas loiras) e "2 blondies" (duas loiras).
I hope I have helped you.
