Mensagem:  The major difference is "to make sure" implies preparations of some kind.

I am sure he will come tomorrow.  (I strongly believe he will come tomorrow.)
I am making sure he will come tomorrow.  (I have telephoned him twice to remind him to come, I have sent him the train ticket, and I have told him that Scheila Carvalho will be there.)

Be sure to visit Key West when you go to Florida.  (I strongly advise you to see Key West.)
Make sure you visit Key West when you go to Florida.  (Write down on your list of places to visit in Florida that you want to spend a few days in Key West.  In fact, get a reservation there right now.  Start making plans for the things you will do there.)
