My own rule of thumb is to replace "quer você _(verbo) _ ou não" for "whether"

 

He's coming to the party, "whether" you like it or not.

(Ele virá para à festa, quer você goste ou não.)

 

If you will try to use IF in the sentence above it doesn't sound good.

 

IF is more informal.

 

There's a lot more information on WHETHER x IF

 

I'd suggest you do a lot of reading and just train your ear to what sounds better for you and see WHETHER you think you should use WHETHER or IF.
