So you have to know in advance what the company you are submitting your resume does, or what it wants.
In fact, I think that you work in a navigation agency or something, or you are trying to help some friend in need to be taken in one. In this case, let´s say that he/she is trying a translator position...he/she is better have a good command the language.
If he is trying a less 'technical' (qualified) one, let´s say a clerk service, it is possible that a working knowledge would do. He/she is going to speak to some people that speak English, but won´t demand the accuracy of a translator.
