Taking a look at your explanation I see that the expression make a poin of should not be used as in Portugues like "fazer questão de". However, when we say "fazer questão de alguma coisa" it means that we really give importance to what we are saying or doing. So I think it could be sad:
When you visit Brazil I make a point of paying a beer. Because I give importance as to have a friend you know.
