By all means, travelling to an English speaking country is top on the list.
A very well planned trip, to a country that speaks the language we are learning, can seriously impact the student's level of confidence in the "target" language.
One can learn to speak English well even if he/she didn't live in an English speaking country.
BTW, there are those who have lived for years in The U.S. for example, and they don't put forth an effort to speak English at a higher level of ability, they just sit back, get comfortable with where they're at, and don't improve on their accent and intonation.
The truth of the matter is you learn to speak English when you speak it.
