I think it's to do with wedding reception, for example, where you either have buffet or sitting down.

Traditionally a cocktail hour proceeds the sit-down dinner, during which time waitstaff circulate the room with champagne and hors d'oeuvres, while guests mingle and await the bridal party's return from taking wedding pictures. The cocktail hour typically lasts between 1-hour and 1 hours.
I think this is hilarious. But I just had a sip of a homemade cassis liqueur.... made by one of our villagers.... this place is famous for barley wine and things like that. Do you have them in the States?
