I don't think we can compare Portugal with Brazil just because we may have met a dozen Portuguese who live abroad and speak good English.
The US, Canada, England, Australia, and wherever else is crowded with Portuguese.
Portugal is a member state of the UE.
Brazil is long ways away from the nearest English-speaking country.
Even those Brazilians who can afford to travel still have to face VISA hurdles.
There are well off people in Brazil who really don't want to go through the hurdles imposed by foreign governments to get a visa to travel for pleaseure.
The socio-political aspect does affect language and language ability in a very large way.
Internet is slowly opening virtual borders.
But the physical borders still remain and will be remaining for decades to come.
But to compare the Brazilians foreign language ability with that of the Portuguese speaking ability in other language is A SHAME!
