Mensagem:  I am from the US.  In the US, "1 November 2009" is rarely seen outside the military and police.   Using that form of stating the date outside such environments in the USA will certainy attract attention.  As I recall, even the court system uses "November 1, 2009".  Regional dialect?  I think not.
