  I found both on Google, and I think both are correct.


"on every second week of the month" got 9 hits
"on the second week of every month" got 876.000 hits



 So, the latter (the one I boldened) is way more used, and I would rather use it.   That´s not about correctness, tough.  It´s about being a more natural way and a more pleasant sound to our ears (it conveys more clarity as well, just read it aloud).
