Assunto:  Grammar Points.
Mensagem:  The first sentence is correct, but I cannot explain why.
"...I don´t think the general public have ever realized what was going on behind the scenes."

There are some nouns in  English that appear to be singular but are actually plural because they refer to several people.  A common example of this is "police".

The police is coming! = wrong
The police are coming! = right  (The idea is that "members of the police department are coming".)
