Indeed the outreaching has not to be necessarily of "longo alcance".
You can see examples in the Webster´s (at the bottom of the entry ''outreach'') in wich the NCRS people go to farmers, to teach farm techniques and discuss conservation.
Outreach, I think, highlights the fact that you go out (of your institution, wathever it is) and reach people that, the other way, would never see you and your teaching, help or information. It has a certain character of "for free" as well.
