Mensagem:  When I responded originally, I was thinking more along the lines of written English. In everyday speech, the phrase "does that mean" is often spoken very fast and it can sound like "D'zat mean...". This is probably where you are hearing "that mean." People often answer questions in phrases, thus I can see someone saying "that mean" when answering a question: Person 1: "You're done for the day." Person 2: "That mean I can go?"
