Dear Will, have you ever heard about figure of speech? that´s an expression used in a different way, to give us a picture in our minds. In this light, "doing something under the sun" is used in the sense of which activities are more usual to a group or to somebody in special, that is, the most likely or mundane thing to somebody. The everyday activity we fancy. I think you got it already, see it? Nothing to do with people beaching all day, and tanning in the process!
Some examples of what I just explained, taken from the Bible:
