North Dakota man was a gunning for the quota With lyrics, there are often many ways to interpret the composer's meanings. I understand the above to mean "A policeman in North Dakota was eager to use his gun to meet his quota of arrests." Could it have other meanings? Sure. By the way, there are no "quotas for arrests", but many police departments do have quotas for traffic violations. The concept is "There are violators in the streets. If an officer is not seeing violations and writing tickets, he is not doing his job." |
