In a normal deal you (consumer) also has to hold up your/keep/live up/meet/deliver fulfill your end of the deal by paying the product you receive (wich is the dealer´s end of the deal to be carried out). So, it works both ways, but consumer complain more (and with some reason...), that´s why you find it used more in the consumer side.
The no fullfilling of some of each side, is a breach of contract.

If I understood it well, it is an especial case, say, a consumer wich could not pay his charged-off accounts, then he can pay a "lump sum" (after common agreement between he and the creditor (credit card or any other kind).
Or to pay a sizable percentage of the outstanding balance.
