INTRODUCTION

There are more than 2,000 institutions of higher education in the U.S. and Canada, of which more than 1,500 have graduate and professional programs to offer. The number of U.S. universities alone is about 10 times bigger than Canada, 10 times bigger than U.K., 25 times bigger than Australia, and 100 times bigger than New Zealand.

These universities are well distributed geographically and although some have a better reputation than others, they are all excellent when compared to the majority of Latin American universities, especially on the graduate level. Some of them are the best in the world making higher education an important "export" product for the U.S.

Studies indicate that more than 580,000 international students regularly live and study in American universities. On the undergraduate level there are about 4% while on the graduate level up to nearly 35% of the students are foreigners.

It is an indisputable fact that a graduate-level degree – master's or Ph.D. – from an American institution is a guarantee of a successful professional career in Brazil or in the world. Still, the decision to attend graduate school and the choice of a university and degree program require serious consideration. The time, money, and energy you will expend doing graduate work are significant, so, you will want to analyze your options carefully.

INTRODUÇÃO

Existem mais de 2.000 instituições de ensino superior nos EUA e Canadá, das quais mais de 1.500 oferecem programas de mestrado e doutorado. O número de universidades nos EUA é cerca de 10 vezes maior que no Canadá, 10 vezes maior que na Inglaterra, 25 vezes maior que na Austrália e 100 vezes maior que na Nova Zelândia.

As universidades norte-americanas são bem distribuídas geograficamente e, embora algumas tenham reputação melhor do que outras, são todas excelentes quando comparadas à maioria das universidades latino-americanas, especialmente nos níveis de pós-graduação. Algumas delas podem ser consideradas as melhores do mundo, fazendo com que educação se torne um importante produto de exportação para o país.

Estudos apontam para mais de 580.000 estudantes estrangeiros que regularmente vivem e estudam em universidades norte-americanas. Em nível de graduação, cerca de 4% dos alunos são estrangeiros, enquanto que em nível de pós-graduação, cerca de 35% são estrangeiros.

Sem dúvida, um mestrado ou doutorado de universidade norte-americana é uma quase-garantia de sucesso na carreira profisional em qualquer país. Embora quase todas sejam boas universidades, a escolha de um programa de mestrado ou doutorado deve ser feita criteriosamente. O tempo, o dinheiro e a energia que você vai investir justificam uma cuidadosa análise de opções.

DEGREES OFFERED

College education (curso universitário) in the U.S. is divided in undergraduate (graduação) and graduate (pós-graduação). It is important to note that the term undergraduate is a false cognate as it refers to what we call in Portuguese graduação. Post-secondary or undergraduate studies can lead to an Associate degree (two years) and a Bachelor's degree (four years). Graduate school - called postgraduate studies in the UK - is the American English term that refers to the Portuguese mestrado and doutorado. Graduate education is divided in academic programs and professional programs, and can lead initially to a Master's degree and then to a doctorate. Some institutions today offer postdoctorate research in some areas.

Master's degrees can be Master of Arts (M.A.) in the arts and humanities and Master of Science (M.S.) degrees in the natural sciences and applied fields such as engineering. They are offered in most fields and may be academic or professional in orientation. In many fields, the masters degree may be the only professional degree needed for employment. This is the case, for example, in fine arts (M.F.A.), library science (M.L.S.), and social work (M.S.W.). Some people decide to earn a masters degree at one institution and then select a different university or a somewhat different program of study for doctoral work. This can be a way of acquiring a broad background: you can choose a masters program with one emphasis or orientation and a doctoral program with another. The total period of graduate study may be somewhat lengthened by proceeding this way, but probably not by much. Normally the time necessary for obtaining a master's degree is 1 year and a half or 2 years in a full-time schedule, and additional 2 years for a doctor's degree.

Academic programs involve acquiring and communicating knowledge gained through original research in a particular field. The highest earned academic degree, which requires the pursuit of original research, is the Doctor of Philosophy (Ph.D.). In contrast to academic research, professional training stresses the practical application of knowledge and skills; this is true, for example, in the field of business, law, and medicine. At the doctoral level, professional degrees in these areas include the Doctor in Business Administration (D.B.A.), the Doctor of Jurisprudence (J.D.), and the Doctor of Medicine (M.D.).

In recent years, the distinctions between traditional academic programs and professional programs have become blurred. The course of graduate education has changed direction in the last thirty years, and many programs have redefined their shape and focus. There are centers and institutes for research, many graduate programs are now interdepartmental and interdisciplinary, off-campus graduate programs have multiplied, part-time graduate programs have increased, and the demand for graduate education is clearly on the rise.

Colleges and universities have also established combined-degree programs, in order to enable students to combine academic and professional studies and to bridge the gap between different specialized fields. These combined-degree programs on graduate level have increased dramatically in both the number and variety over the past decade. As a result of such changes, you now have considerable freedom in determining the program best suited to your current needs as well as your long-term goals.

FUNCIONAMENTO

Curso superior nos EUA e no Canadá é subdividido em undergraduate (graduação) e graduate (pós-graduação). Estudos de graduação podem conferir ao candidato o título de Associate degree em dois anos e Bachelor's degree em quatro anos. Estudos de pós-graduação (graduate school nos EUA e no Canadá e post graduate studies na Inglaterra) são programas de mestrado e doutorado (algumas instituições educacionais já oferecem programas de pós-doutorado). Mestrados subdividem-se em MA (Master of Arts) para estudos na área das ciências humanas e MS (Master of Science) na área das ciências naturais e exatas, sendo oferecidos em um grande número de áreas de estudo (veja tabela abaixo).

Programas de mestrado e doutorado podem ser acadêmicos e profissionais quanto à sua orientação. Em muitas áreas profissionais, um mestrado já é uma excelente qualificação para o mercado de trabalho. É o caso, por exemplo, de belas artes (fine arts) MFA, biblioteconomia (library science) MLS e serviço social (social work) MSW.

É comum de se fazer um mestrado numa universidade e um doutorado em outra, ou um mestrado com ênfase numa área e um doutorado noutra, como forma de enriquecer a formação acadêmica. Isto pode aumentar um pouco o número de créditos e o tempo necessários para para conclusão dos cursos, mas não deixa de representar também uma formação acadêmica mais ampla. O tempo de um curso de mestrado é normalmente de 3 a 4 semestres e um doutorado, 4 semestres adicionais.

Programas com orientação acadêmica exigem que o estudante crie e saiba transmitir conhecimento obtido através de pesquisa em uma determinada área de estudo. O título acadêmico mais alto é o PhD (Doctor of Philosophy). Programas com orientação profissional, por outro lado, enfatizam a aplicação prática de conhecimentos e habilidades. Este é o caso, por exemplo, das áreas de administração, direito e medicina. Títulos de doutorado nessas áreas incluem Doctor in Business Administration (D.B.A.), Doctor of Jurisprudence (J.D.), e Doctor of Medicine (M.D.).

Mais recentemente, a distinção entre programas de orientação acadêmica e profissional tem se tornado menos clara. A evolução dos cursos superiores de pós-graduação tem provocado mudanças em seus objetivos e conteúdos. Existem hoje institutos de pesquisa, muitos programas novos são interdepartamentais (envolvendo disciplinas de diferentes departamentos), programas de mestrado e doutorado fora dos campus universitários e programas de tempo não integral aumentaram em número e a procura por geral pela educação superior está em ascensão. Além disso, universidades hoje oferecem cada vez mais programas que permitem combinar estudos de orientação acadêmica com aqueles de orientação profissional, estabelecendo uma conexão entre diferentes áreas de especialização. Mestrados e doutorados combinados têm crescido significativamente em número e em variedade nos últimos anos.

Como resultado dessas transformações, existe hoje uma considerável dose de liberdade na escolha da especialização que se deseja e que melhor se adapta aos objetivos do aluno.


COST

US: Prices in the US can range from $4,000 to over 20,000 per year for nonresidents, not including accommodations. It’s important to note that the cost of a program in a US school does not necessarily affect its quality.

Canada: In Canada, college education and cost of living is about 30% to 40% lower than in the US.

England: In the UK it is slightly higher than the US.

For Brazilian students, higher education abroad is a very significant investment. So, before you begin filling out application forms, you should evaluate your interests and goals, know what programs are available, and be clear about your reasons for pursuing a particular degree.

CUSTO

EUA: O custo de estudos universitários nos EUA pode variar de 4.000 a mais de 20.000 dólares por ano, não incluindo as acomodações. É importante salientar que o custo não está diretamente relacionado à qualidade do programa.

Canadá: No Canadá estes preços, incluindo o custo de vida, são cerca de 30% ou 40% inferiores, o que leva muitos americanos a freqüentarem cursos de graduação universitária no Canadá.

Inglaterra: No Reino Unido, o custo de uma universidade tende a ser ligeiramente superior ao dos EUA.

Portanto, para brasileiros, trata-se de um investimento alto, que requer uma avaliação criteriosa das opções existentes e dos objetivos que se pretende alcançar.


REQUIRED TESTS

Anybody who wants to study in the U.S. or Canada and whose native language is not English, needs to take the TOEFL. The minimum required TOEFL score for most undergraduate and graduate schools today ranges from 500 to 600 (paper-based) or from 220 to 250 (computer-based).

Many graduate schools will also require other tests. Very often the applicant needs to take the GRE (Graduate Record Examination). Those going to business and management programs (MBAs) may be requested to take the GMAT.

All the above exams are administered by ETS (Educational Testing Service). Before taking the exams, it is ncessary to have already made a pre-selection of 3 or 4 institutions that offer the desired program.

REQUISITOS

Todo aquele que deseja estudar nos EUA ou no Canadá e cuja língua materna não é inglês, terá que se submeter ao TOEFL, um exame de proficiência em inglês. O escore mínimo exigido pela maioria das universidades varia de 500 a 600 na escala antiga do TOEFL e de 220 a 250 na escala nova do TOEFL ministrado por computador. Este escore corresponde aproximadamente à seguinte descrição:

Não tem nenhum problema de comunicação mas só raramente consegue fazer-se passar por native speaker, pois ainda é normalmente traído pela interferência do português (desvios de pronúncia, desvios idiomáticos e pequenos vícios gramaticais). Carece apenas de plena competência cultural para melhorar sua desempenho com estrangeiros. Domina praticamente todas estruturas gramaticais e usa um bom número de expressões idiomáticas. Possivelmente tem ou já teve o hábito de ler livros em inglês. Interpreta textos de qualquer natureza encontrando apenas pequenas dificuldades quando se defronta com vocabulário incomum. Normalmente redige sobre assuntos gerais com poucos erros ortográficos ou gramaticais, espressando suas idéias clara e rapidamente.

A maioria dos programas de pós-graduação exige também um exame de conhecimentos. O mais freqüentemente exigido é o GRE (Graduate Record Examination). Para os programas MBA, o exame normalmente exigido é o GMAT.

Todos esses exames são ministrados pelo ETS (Educational Testing Service). Antes do candidato se submeter aos exames, deve fazer uma pré-seleção de 3 ou 4 universidades que oferecem o programa desejado.


ADMISSION

The first step for a Brazilian planning to attend graduate school in the U.S. would be to choose the field (or fields) of study (see table below). Next the prospective student needs to get a list of institutions offering programs in the field of interest. An Internet site called Gradschools offers a very comprehensive list of institutions per field and geographical area.

When taking the required tests the student informs the names of the institutions the score is to be sent to.

In addition to all the required test scores, your formal application must be accompanied by an English translation of your academic transcripts (college only). It needs to be sent by your undergraduate institution from Brazil, not by yourself, and the translation must be by a certified translator (tradutor juramentado).

Usually, the student's GPA (grade point average), letters of recommendation, and graduate admission test scores are the primary factors considered by admission committees when evaluating students. The appropriateness of the undergraduate degree, and evidence of creative talent may also be taken into account. Normally the student's total record is examined closely, and the weight assigned to specific factors fluctuates from program to program. Few, if any, institutions base their decisions purely on numbers, that is, admission test scores and grade point average.

Once you have been formally admitted into a graduate program, you will have to submit evidence of your source of financial support. If you are supporting yourself, you will have to get a financial statement from the bank where you deposit your funds. If you are being supported by somebody else or by an organization, your supporter will have to sign a financial guarantee and provide a financial statement.

Finally, the school will send you a Letter of Acceptance, Form I-20 or Form IAP-66 (Certificate of Eligibility for Non-Immigrant Status). You then must present these documents, together with a copy of your financial statement, a visa application form and your passport to the nearest American consulate for getting your student's visa, and make your travel arrangements. When you receive the Letter of Acceptance and the I-20, you will probably receive also information about organizations that assist international students arriving in the U.S. for the first time. At no cost a volunteer will pick you up at the airport, arrange temporary accommodations, and help you with anything you need. On your American college campus you will want to contact the international student adviser. This person's job is to help international students in their academic and social adjustment.

O PROCESSO DE ADMISSÃO

O primeiro passo para um brasileiro que pretende estudar nos EUA ou no Canadá é definir a área de estudo (ver tabela abaixo). Em seguida deve-se obter uma lista de instituições que ofereçam o(s) curso(s) desejado(s). Esta lista pode ser facilmente obtida através da Internet. Um site chamado Gradschools oferece uma lista completa por área de especialização e por região. Esta lista de universidades também pode ser obtida através de guias impressos (veja ORIENTAÇÕES ADICIONAIS abaixo).

O segundo passo é fazer os exames exigidos. Ao se submeter aos exames, o candidato informa o nome das universidades pré-selecionadas que devem receber os resultados.

Além dos resultados dos exames, o candidato deve fornecer o histórico escolar mais recente, traduzido por tradutor juramentado. Normalmente, as universidades do exterior exigem que o histórico escolar seja enviado não pelo candidato, mas sim pela secretaria da escola que o emitiu.

Os critérios de avaliação do candidato para ser aceito no programa se baseiam principalmente na média geral (GPA), em cartas de recomendação de ex-professores e nos escores obtidos no TOEFL, GRE, etc. No caso de mestrados e doutorados, a compatibilidade da formação acadêmica anterior do candidato com a área de especialização que ele busca, também será levada em consideração.

Se aceito por mais de uma das universidades pré-selecionadas, o candidato deverá fazer sua opção final. Um fator que pode influenciar fortemente esta decisão é o custo, não só da universidade, mas, principalmente, o custo de vida local, que pode variar substancialmente conforme a região e o tamanho da cidade.

Uma vez feita a opção, o candidato deverá demonstrar capacidade financeira para custear seus estudos através de um documento (financial statement) assinado pelo gerente do banco onde o candidato ou aquele que o patrocina possui fundos.

Finalmente, a instituição de ensino manda a carta de aceitação e o documento de imigração (I-20 ou IAP-66 no caso dos EUA), com o qual o candidato obtém seu visto de estudante. Além destes documentos, o candidato deve apresentar provas de vínculos sociais e econômicos no Brasil.

Os documentos de aceitação normalmente vêm acompanhados de informações sobre serviços prestados pela universidade ou por organizações filiadas, cuja finalidade é prestar ajuda e apoio a estudantes estrangeiros recém chegados. Esta ajuda normalmente inclui recepção no aeroporto, assistência para encontrar acomodações, carro, mobília, etc. As universidades também oferecem um serviço de orientação a alunos estrangeiros.

ACOMODAÇÕES: A maioria das universidades dispõe de dormitórios no campus de vários tipos, para solteiros e para estudantes acompanhados de suas famílias. Esses planos de acomodações on campus, incluem refeições no refeitório da universidade e são muito práticos, mas não são a opção mais barata. Muitas opções de aluguel off campus, se tornam muito mais baratas. Para facilitar aos estudantes a procura de acomodações apropriadas para cada um, toda universidade dispõe de um housing office, o qual reúne inúmeras informações das mais variadas opções de acomodações próximas ao campus.


ORIENTAÇÕES ADICIONAIS

O grande interesse pela formação acadêmica de qualidade proporcionada pelas universidades norte-americanas faz com que surjam empresas que vendem serviços de orientação na escolha e intermediação no processo de matrícula. Além de cobrarem preços relativamente caros, são dispensáveis, pois o sistema de ingresso em universidade norte-americana é simples, permitindo que qualquer um chegue a uma boa escolha e faça sua matrícula, sem necessidade de intermediação. Uma dessas empresas é a AUAP - American Universities Admission Program.

Para quem realmente sente-se desamparado na escolha de um programa de estudos superiores nos EUA, existem também entidades que prestam serviços de intermediação gratuitamente, como por exemplo o International Education Service.
